The laboratories are unanimous and unusually blunt: the next decade belongs to whoever builds the models, and they want a national programme to do it here — compute, chips, power stations, data centres, and the salaries required to stop our best researchers boarding a flight. Data centres use enormous amounts of energy and resources, so those impacts have to be dealt with. Keeping more of the development here also gives us more control over the rules around it. It is much easier to hold companies to our standards when the technology is developed under our own laws rather than imported after the decisions have already been made.”
