Levonia is on the continent of Signyland
After the collapse of a former empire, the aristocrats in what was once the autonomous province of Levonia, founded an aristocratic confederation of 10 provinces. They were originally led by one captain regent who was elected by the senate.
After a sitting Captain Regent attempted to consolidate power, the aristocratic houses and city assemblies forced a compromise. Executive power should be separated and held by two offices. This established the current diarchic tradition.
Following the Compromise of 72, the twin brothers Leo and Andreas, soldier and priest respectively, were appointed to the diarchy. Leo became renowned for his fervor, while Andreas was known for his compassion. Following their deaths, they became known as Levonius and Alexander, in honor of their courage, compassion, and love for Levonia. They were considered Saints, and to this day are beloved by the people of Levonia.
After many peasant revolutions, the aristocrats created the Grand Council were peasants would able to elect their representatives. They also established the honorary council where the most experienced politicians were appointed by the captain and vice captain regent and they themselves had seats reserved.
The continent-wide Great War breaks out. Levonia is quick to declare neutrality, later igniting the ire of the Vostron Union in the process.
After 2 millenia of Aristocratic rule, Levonia has finally established a nation for the people. It maintains its diarchic structure and tricameral parliaments that are now held responsible by the populace.

A country in the grip of political fatigue. Voters haven't shifted their views — they still hold positions — but they've stopped caring as much. Low salience across the board means elections are less about conviction and more about who turns up. The Great Disillusionment doesn't pick a side; it just dims the signal. The practical effect is that elections become noisier: strong positions count for less because fewer people feel strongly about anything.
Called by the head of government or the monarch, or held automatically in a new country's first year. For one year the usual constitutional-change cooldown is suspended, so a new package can be opened as soon as the previous one closes, and the cost of opening a constitutional change package is capped at 75 PP however many changes it contains. Only one package can be open for voting at a time and voting thresholds are unchanged. Once the convention ends, another cannot be called for 10 years. It does not skew elector positions or change salience — its effects are purely on the constitutional change mechanics.
