Port Avalon is a sovereign city-state of three million citizens located on one of the world's most strategically important coastlines. Once the economic heart of a much larger nation, the city peacefully gained independence in 2019 after decades of disputes over taxation, infrastructure investment, and local self-governance.
The Harbor Council serves as the upper chamber of Port Avalon's legislature, providing long-term oversight on matters of trade, infrastructure, finance, and maritime development. Designed to promote stability and strategic planning, it acts as a safeguard against short-term political pressures and protects the city's economic interests.

The coastal settlement of Varnholm is first mentioned in surviving records as a fortified trading settlement built around a natural harbor. Its position along important maritime routes allows the settlement to develop into a prosperous center of fishing, shipbuilding, and coastal trade.
Varnholm grows into an important trading city and is granted extensive self governing rights as a Free Hanseatic City. Merchant guilds, shipbuilders, and local councils establish a political and economic tradition that would shape the city's identity for centuries.
The harbor of Varnholm is substantially expanded and becomes a major transshipment point between inland markets and distant maritime trade routes. Ships from across the region begin using Varnholm as a gateway for goods traveling both near and far.
The Kingdom of Avalon begins a prolonged campaign to expand its territory and secure control of the strategically important coastline. Varnholm's prosperous harbor and political independence make the city a central target of the Avalonian campaigns.
After years of resistance and several major battles, Varnholm is finally forced to surrender. Large parts of the city and harbor are destroyed during the fighting. The city's centuries of political independence come to an end.
Avalon's government begins rebuilding the destroyed harbor as a strategically important commercial center. Varnholm is reconstructed as a specially administered port zone, with its economy placed under close supervision from the Avalonian authorities.
The city is officially renamed Port Avalon and formally incorporated into the territory of Avalon. The former municipal institutions of Varnholm are abolished and replaced by administrative structures appointed by the central government. The renaming is presented as a symbol of unity with the rest of Avalon, but for many former inhabitants it marks the beginning of a deliberate effort to erase Varnholm's separate political and cultural identity.
The former inhabitants of Varnholm face increasing political and cultural pressure. Varnholmer traditions, institutions, and language are removed from public life. Schools are reorganized around Avalonian curricula, while many families are displaced and new populations are encouraged to settle in the growing port. The government promotes assimilation as a means of creating a unified Avalonian society. Over generations, the distinct identity of the Varnholmers is weakened, though it survives within families, communities, and cultural traditions.
Avalon begins actively encouraging banks, trading houses, shipping companies, and major industrial firms to establish themselves in Port Avalon. The city experiences rapid economic expansion and becomes the country's principal financial and commercial center. The growing port attracts workers and migrants from across Avalon and abroad, transforming the population of the city while further separating its modern economic identity from its older Varnholmer roots.
A new movement emerges among historians, workers, students, and cultural organizations seeking recognition of the city's Varnholmer heritage. At first, the movement does not demand independence. Its primary goals are the preservation of Varnholmer history, language, traditions, and cultural institutions.
Growing demonstrations, labor disputes, and strikes demanding greater political and cultural autonomy are violently suppressed by Avalonian authorities. The events become known as Bloody Monday. The crackdown marks a turning point. What had begun as a largely cultural movement increasingly becomes a political movement demanding democratic self government.
Avalon responds to continued unrest by establishing Port Avalon as a Special Administrative Zone. The arrangement grants the city greater economic autonomy while placing significant restrictions on political activity. The right to organize protests and strikes is heavily restricted, elections are limited, and the administration prioritizes the city's role as an international economic and financial zone over local democratic self government.
Major banks, shipping companies, and other leading businesses begin openly supporting greater autonomy for Port Avalon. Their interests increasingly align with the independence movement, particularly around fiscal independence, lower taxation, economic self government, and reduced central regulation. For the first time, cultural activists, labor organizations, and major economic interests find common ground in demanding greater control over the city's affairs.
International governments, financial institutions, and major trading partners increasingly pressure Avalon to reform its administration of Port Avalon. Concerns over political restrictions, limited democratic rights, weak legal protections, and restrictions on organized labor attract growing international attention. Port Avalon's strategic position as a major global trading center makes the city's political status increasingly difficult for Avalon to defend internationally.
After years of political pressure, Avalon permits a referendum on the future status of Port Avalon. 61 percent of voters support independence. The Avalonian government refuses to recognize the result, arguing that the referendum has no binding constitutional authority. The result nevertheless becomes a defining moment for the independence movement and gives the demand for statehood a clear democratic mandate.
Political demonstrations and strikes intensify across Port Avalon. Business leaders, labor organizations, cultural groups, and civil society increasingly unite behind the demand for self government. International diplomatic and economic pressure on Avalon reaches unprecedented levels. The question is no longer whether Port Avalon should receive greater autonomy, but whether Avalon can continue to deny the city's demand for independence.
On December 1, 2019, Port Avalon declared independence from Avalon after years of political disagreements and a peaceful independence movement. Facing sustained international pressure, the Avalon government accepted the declaration, and Port Avalon officially became an independent state.
