Road Safety and Transport Agreement

Preamble
This Accord establishes a coherent set of shared standards designed to protect human life, promote predictable and responsible road use, and support the development of a modern, safety‑focused transport culture.
The treaty provides a regulatory framework that any country may join, provided its laws meet all articles set out herein. The articles cover the core pillars of road safety: drink and drug driving rules, driver licensing and testing, mandatory protective equipment, speed limit policy, and the enforcement of traffic offences.
The purpose of this Accord is to reduce road accidents, encourage responsible driving behaviour, and create a transparent and consistent regulatory environment that serves the long‑term safety of all road users.

Drink & Drug Driving must be one of:
- Standard legal alcohol limit; roadside drug testing
- Near-zero alcohol limit, roadside drug testing and automatic driving bans
- Zero tolerance for alcohol and drugs, with random testing at stops
- Zero tolerance with vehicle confiscation and mandatory prison terms

Driver Licensing & Testing must be one of:
- Standard test with a probationary period for new drivers
- Graduated licensing: night-time and passenger limits for young drivers
- Graduated licensing plus mandatory medical and driving retests from age 70
- Periodic retesting for every driver at any age

Seatbelts & Helmets must be one of:
- Seatbelts and motorcycle helmets compulsory
- Compulsory for all passengers and cyclists, with on-the-spot fines
- Compulsory protective equipment for every road user, enforced by roadside checks and penalty points

Speed Limits must be one of:
- Standard limits, lower in towns and near schools
- Strong traffic-calming: low limits in residential streets and around schools
- Vision Zero: low limits in every built-up area and a national ceiling, enforced by cameras
- Speed governors mandatory in all vehicles

Traffic Enforcement must be one of:
- Fixed cameras and a points system leading to disqualification
- Average-speed cameras on all major roads with automatic fines
- Automated enforcement everywhere: every offence detected and fined automatically
