Preamble

The High Contracting Parties,

Recognizing the inherent dignity and equal rights of all human beings, and affirming that liberty, security, property, and resistance to oppression are fundamental rights;

Reaffirming that sovereignty derives from the people, that law must serve the common good, and that all public authority is subject to the rule of law;

Determined to secure freedom of conscience, religion, opinion, expression, assembly, and the press, and to protect every person against arbitrary arrest, detention, punishment, discrimination, and abuse of power;

Recognizing that the protection of fundamental rights requires accountable government, separation of powers, independent justice, and effective safeguards against arbitrary authority;

Convinced that these principles must apply equally to all persons, without distinction, and must endure regardless of changes in government, political circumstance, or national legislation;

Determined to extend these fundamental guarantees to the institutions, technologies, and forms of communication of the modern age;

Desiring to establish common and binding standards for the protection of human liberty and the rule of law among all States Parties;

Have agreed to the following Declaration:

Treaty articles

  1. 1.
    Right to Protest must be one of:
    • Unrestricted right to assemble
    • Right to protest with prior notice
    • Permitted but regulated (noise/disruption limits)
  2. 2.
    Bail & Pre-Trial Detention must be one of:
    • Risk assessment decides release
    • Presumption of release except for serious threats; cash bail abolished
    • No pre-trial detention under any circumstances
  3. 3.
    Capital Punishment must be one of:
    • Death penalty for premeditated murder only
    • No death penalty
    • Death penalty constitutionally prohibited; extradition refused to countries that use it
  4. 4.
    Women & Driving must be Both men and women may drive
  5. 5.
    Body Coverings for Women in Public must be Individual discretion
  6. 6.
    Blasphemy Law must be one of:
    • No blasphemy law
    • Explicit legal right to criticise religion
  7. 7.
    Religious Observation Policy must be one of:
    • Permit religion with no state support (neutral tax treatment; no grants)
    • Tax-exempt status for registered religious charities
  8. 8.
    Media Censorship Policy must be one of:
    • Targeted regulation (post-publication fines for incitement/defamation; independent regulator)
    • Free press (no prior restraints; narrow limits for direct incitement only)
  9. 9.
    Press Regulation must be one of:
    • Purely voluntary self-regulation
    • No press regulation at all
  10. 10.
    Internet Freedom must be one of:
    • Moderate regulation (illegal content removed; platforms must verify age; data rules enforced)
    • Light-touch regulation (net neutrality; limited takedown orders for serious crime only)
    • Completely unregulated internet; no content restrictions of any kind
  11. 11.
    Government Transparency must be one of:
    • Freedom-of-information system with security exemptions
    • Open by default; contracts, meetings and expenses all published
    • Every document published, including security and intelligence files
  12. 12.
    Anti-Corruption Commission must be one of:
    • Commission appointed and directed by ministers
    • Independent commission with investigative powers
    • Independent commission with its own prosecutors and asset-seizure powers
    • Standing tribunal; officials must prove the lawful origin of their wealth or forfeit it
