Ulus (Peoples) Constitutional Khaganate of Otukenstan is a vast Eurasian power anchored by rugged mountain barriers, expansive steppes, and a high-volume maritime trade strait. Governed as a Constitutional Monarchy, with a unique political landscape where left-wing human security and right-wing market dynamics converge under a technocratic meritocracy.
Otukenstan was founded following a 3-year bloody revolution breaking free as slaves and vassals from the tyrannical Emperor of the east to forge our own paths.
With fierce deliberation of the first Kurultai council, it was decided a year from the day that the general and clan leader that took the Emperors head and lifted us from our chains by breaking his first would become the first Shahanshah to lead us.
House of Karadag begins its reign as Khatun Penelope I is crowned under the laws of Otukenstan.
The monarchy of Otukenstan has been formally abolished. The country transitions to a republican form of government.

Called by the head of government or the monarch, or held automatically in a new country's first year. For one year the usual constitutional-change cooldown is suspended, so a new package can be opened as soon as the previous one closes, and the cost of opening a constitutional change package is capped at 75 PP however many changes it contains. Only one package can be open for voting at a time and voting thresholds are unchanged. Once the convention ends, another cannot be called for 10 years. It does not skew elector positions or change salience — its effects are purely on the constitutional change mechanics.
A country where the separation of religion and state is not a compromise but a founding value. Voters treat faith as a strictly private matter and react sharply to any hint of religious influence over law or public life. Personal freedom of conscience is prized. Secularism itself is a sacred cause here — attempts to bring religion into government carry outsized political consequences. Says nothing about economics or culture beyond the church-state line.
