Affirming that peaceful gathering and the collective voice of the people are inviolable cornerstones of a free society; recognizing that governments derive their legitimacy solely from the citizens they serve; the signatory nations covenant to guarantee the unrestricted right to assemble without prior restraint, state interference, or undue bureaucratic hindrance."
If you plan to add the other 10 articles back in (such as the data privacy, anti-corruption, and press freedom clauses), a broader name like The Convention on Open Governance and Digital Sovereignty or The Javosca Compact for Citizen Rights will be more comprehensive
