It establishes departments for foreign affairs, finance, defense, justice, domestic administration, health, education, economic development, labor, infrastructure, energy, environment, and homeland security to improve government administration and policy implementation.

This amendment establishes a process for the Senate to override a presidential veto on legislation that has already passed both the Senate and the House of Representatives. If the President vetoes a bill, the Senate may reconsider it and pass it into law with a simple majority vote of at least 61 out of 100 Senators, after which the bill becomes law without further presidential approval.
