This proposal is not intended to be a final constitutional settlement. Rather, it is an initial effort to align constitutional powers with the responsibilities already described for the Governor, Councillors, and legislative chambers. The aim is to create a clearer and more intuitive division of responsibilities, ensuring that each institution exercises powers that naturally fit its constitutional role. Under this proposal, foreign affairs are entrusted to the Foreign Affairs Councillor, financial oversight to the Harbor Council and Finance Councillor, environmental regulation to the Maritime Councillor, internal security to the Justice Councillor, and military command to the Chief Councillor as Head of Government. The Governor retains constitutional powers such as granting pardons and declaring martial law, while the City Assembly and Harbor Council exercise legislative powers that reflect their respective mandates. This should be seen as a starting point rather than a final design. As Port Avalon’s constitutional framework continues to evolve, individual powers may still be reassigned to independent officials or other institutions where greater impartiality, expertise, or long-term stability would be beneficial. The purpose of this proposal is simply to establish a coherent baseline that reflects the existing constitutional descriptions of each office and institution, while leaving room for future refinement.
