At present, the division of powers between government agencies is severely imbalanced; despite being the Head of Government (and Head of State de facto - in other words, a fused executive), the Federal Chancellor (Bundeskanzler) holds no actual or even symbolic power. This in effect renders the post useless - one with name and fame, but with no substance to back it up; and creates a serious imbalance within cabinets, thereby making it more attractive for coalition partners to strive for their own goals, and less likely to be those in the public or coalition government's benefit. At the same time, the Bundesrat (the upper house of Parliament) holds no power, when compared to the Bundestag in its ability to serve as the chamber of confidence and legislation, and to declare wars and martial law; despite the ideas of popular sovereignty and dominance of the lower house being constitutionally enshrined, it would also be beneficial for the upper house to have some say in the operations of government, akin to the systems of other countries in-game and in reality. In comparison, most roles and duties that should be executed by the government are held by non-partisan bureaucrats; despite ensuring political stability and neutrality, this also makes the formation of governments and cabinets pointless. It also renders governments unable to effectively react to national/international emergencies and affairs. As such, this reform package aims to recalibrate and balance the powers between the three branches of government (executive, legislative, judiciary), the governmental cabinet, and the civil service, with the following changes:
