2 measures · Proposed by Liberal Nationalist Coalition
2 amendments
The Anti-Corruption and Accountability Reform Package is a comprehensive constitutional reform initiative designed to strengthen integrity, transparency, and public trust in the Government of Rheinland. The package establishes strict standards for financial disclosure, prohibits the misuse of public office for personal gain, enhances oversight of government spending and procurement, protects whistleblowers, and creates stronger mechanisms for investigating and prosecuting corruption. In addition, the package introduces constitutional provisions ensuring that members of the Bundestag and Bundesrat who are convicted of corruption offenses are removed from office and barred from returning to public service for a defined period. It also provides procedures for suspension during judicial proceedings while safeguarding due process and judicial review. Together, these reforms reinforce the principle that public office is a public trust, protect taxpayer resources, deter misconduct, and ensure that government officials remain accountable to the people they serve. The package seeks to restore and strengthen public confidence in Rheinland's democratic institutions by placing integrity, transparency, and responsibility at the center of governance.

Constitutional Reform Package on the Division of Powers, 2014
5 measures · Proposed by Civic Coalition
5 powers
At present, the division of powers between government agencies is severely imbalanced; despite being the Head of Government (and Head of State de facto - in other words, a fused executive), the Federal Chancellor (Bundeskanzler) holds no actual or even symbolic power. This in effect renders the post useless - one with name and fame, but with no substance to back it up; and creates a serious imbalance within cabinets, thereby making it more attractive for coalition partners to strive for their own goals, and less likely to be those in the public or coalition government's benefit. At the same time, the Bundesrat (the upper house of Parliament) holds no power, when compared to the Bundestag in its ability to serve as the chamber of confidence and legislation, and to declare wars and martial law; despite the ideas of popular sovereignty and dominance of the lower house being constitutionally enshrined, it would also be beneficial for the upper house to have some say in the operations of government, akin to the systems of other countries in-game and in reality. In comparison, most roles and duties that should be executed by the government are held by non-partisan bureaucrats; despite ensuring political stability and neutrality, this also makes the formation of governments and cabinets pointless. It also renders governments unable to effectively react to national/international emergencies and affairs. As such, this reform package aims to recalibrate and balance the powers between the three branches of government (executive, legislative, judiciary), the governmental cabinet, and the civil service, with the following changes:

Constitutional Modernization and Accountability Amendment
9 measures · Proposed by Common Ground
9 powers
This amendment rebalances institutional powers to improve transparency, democratic accountability, and efficient governance. The current constitutional structure concentrates several key powers in ways that reduce oversight and limit adaptability. By redistributing nine specific powers, this reform ensures that decision-making authority aligns more closely with democratic legitimacy and functional responsibility. It strengthens checks and balances, prevents institutional overreach, and modernizes governance to reflect current political realities.

War Declaration and Internal Security Amendment
3 measures · Proposed by Liberal Meritocratic Alliance

1. Declaring war or martial law are crucial decisions that shouldn't depend on one person entirely. Requiring the confirmation of the Bundestag for such actions reduces the risk of rash decisions by a single minister or chancellor, avoiding potentially disastrous consequences. 2. Allowing the Minister of the Interior to designate extremist organizations risks abuse of power for political motives. To prevent potential dictatorship and illegitimate suppression of opposition, this should rather be left to non-partisan professionals.
War Declaration and Extremist Organization Designation Amendment
2 measures · Proposed by Liberal Meritocratic Alliance
2 powers
1. Making war declarations dependent on the Bundestag ensures that such a crucial decision can be checked by the entire parliament rather than depending on a single defence minister. 2. Entrusting the designation of extremist organizations to non-partisan professionals independent of the cabinet ensures that such steps are not taken for political reasons by the incumbent government, preventing dictatorship and forceful suppression of opposition.
War Declaration Amendment
1 measure · Proposed by Liberal Meritocratic Alliance
1 power
This change ensures that a fateful decision like declaring war can be checked by the entire Bundestag rather than relying solely on a defence minister.
