Constitutional Convention

The head of government or the monarch can call a year-long convention. While it sits, the amendment cooldown is suspended and no package costs more than 75 PP to open.

Name of the State

Art. II
This Constitution may be amended only by a supermajority vote of greater than two thirds of all seats of the City Assembly and greater than two thirds of all seats of the Harbor Council . No amendment shall take effect within 1 year of any previous amendment, nor may any amendment be proposed while another remains under debate.✏️ The constitution was last changed on the 26th of December 2021 (2 years ago).
Suffrage

The Governor of Port Avalon🔒 shall be directly elected by the people every 24 months. The candidate with the most votes wins. The City Assembly may call a vote of no confidence in the Governor of Port Avalon, requiring 66% of those voting to pass. Monarchy

The Supreme Court
Art. VI
The Supreme Court of Port Avalon shall be the final arbiter of the law of Port Avalon. Any party may appeal to it on the ground that a law in force is unconstitutional, that a cabinet member or the holder of an elected office is acting illegally, or that a constitutional amendment is invalid. The Court shall hear the parties of Port Avalon, and its justices shall rule by majority. Its rulings take direct effect and are not subject to appeal. 🔒

Amendments
Art. XX
The rights to free speech, free press, peaceful assembly, free petition, and lawful association shall not be abridged. ✏️
Art. XXI
The people shall be secure in their persons, homes, property, papers, and communications against unreasonable searches and seizures. No warrant shall issue except upon probable cause and particular description.

No person shall be deprived of life, liberty, or property without due process of law; compelled to testify against himself in a criminal case; twice placed in jeopardy for the same offense; or have private property taken for public use without just compensation.

In criminal prosecutions, every accused person shall enjoy the right to a speedy and public trial before an impartial jury, to notice of the charges, to confront adverse witnesses, to compel witnesses in his defense, and to the assistance of counsel.

The right to trial by jury in substantial civil disputes shall be preserved. Excessive bail, excessive fines, and cruel or unusual punishment are prohibited.

All persons are entitled to equal protection of the laws, regardless of sex, race, or creed. No government shall deny any person due process of law. ✏️
Art. XXII
The enumeration of certain rights in this Constitution shall not be construed to deny or diminish other rights retained by the people. Powers not granted to the national government by this Constitution are reserved to the people. ✏️
