Rationale

This budget reduces taxes for citizens to give Kalpetia an official lower-than-average tax burden on her people. It also slightly lowers needless spending in some places, while raising Culture spending for the voters as promised, regardless of the AL's feelings on the matter. Unfortunately, the plan will lower the budget surplus, which will be a major setback for the debt reduction goals, but this can be easily fixed in future budget efforts.

Figures show the previous budget where they changed the new value.
