Article 1: Human Dignity and Equality
(1) The dignity of every person is inviolable.
(2) All persons are equal before the law and shall enjoy equal protection and equal rights regardless of origin, nationality, race, sex, gender, religion, political belief, or social status.
Article 2: Right to Life and Personal Security
(1) Every person has the right to life, physical integrity, and personal security.
(2) No person shall be arbitrarily deprived of life or subjected to torture, cruel, or degrading treatment or punishment.
Article 3: Freedom of the Individual
(1) Every person has the right to personal freedom and autonomy.
(2) No person shall be arbitrarily arrested, detained, or otherwise deprived of liberty.
(3) Restrictions on liberty shall be permitted only under law and subject to judicial review.
Article 4: Freedom of Speech and Expression
(1) Every person has the right to freedom of speech, opinion, press, artistic expression, and access to information.
(2) Censorship shall not be permitted, except where strictly necessary to protect rights and freedoms established by this Constitution.
Article 5: Freedom of Religion and Conscience
(1) Every person has the freedom of thought, conscience, and religion.
(2) No person shall be compelled to adopt, practice, or renounce a religion or belief.
(3) The State shall remain neutral in matters of religion.
Article 6: Freedom of Assembly and Association
(1) Every person has the right to assemble peacefully.
(2) Every person has the right to form or join political parties, trade unions, civil organizations, and other lawful associations.
(3) No person shall be compelled to join or remain a member of an association.
Article 7: Privacy and Personal Data
(1) Every person has the right to privacy, family life, correspondence, and protection of personal data.
(2) Searches, surveillance, and other intrusions into private life shall require a lawful basis.
(3) Such measures shall be subject to appropriate judicial or independent oversight.
Article 8: Freedom of Movement
(1) Every citizen has the right to move freely within Avalon and to freely choose their place of residence.
(2) No person shall be arbitrarily prevented from leaving or returning to Avalon.
(3) Avalon shall promote freedom of movement and peaceful exchange with other nations.
Article 9: Due Process and the Rule of Law
(1) No person shall be punished except under a law in force at the time of the alleged offense.
(2) Every person has the right to a fair and public hearing before an independent court and to legal representation.
(3) Every accused person shall be presumed innocent until proven guilty.
Article 10: Property and Economic Freedom
(1) Every person has the right to own, use, and transfer property.
(2) The freedom to work, conduct lawful business, and participate in a competitive economy shall be protected.
(3) Property may only be taken for a legitimate public purpose and with fair compensation.
Article 11: Right to Education
(1) Every person has the right to access education.
(2) The State shall ensure equal access to public education.
(3) The State shall promote schools, universities, scientific research, and lifelong learning.
Article 12: Social and Environmental Responsibility
(1) Every person has the right to live in a safe and healthy environment.
(2) The State shall protect the natural environment and future generations.
(3) Public policy shall seek to reconcile environmental protection with sustainable economic and social development.
Article 13: Right to Peace
(1) Avalon is a peaceful nation.
(2) The State shall seek to prevent armed conflict and shall resolve international disputes through diplomacy, negotiation, mediation, and international law whenever possible.
(3) Avalon shall not wage wars of aggression.
(4) No public authority shall initiate armed conflict for the purpose of territorial expansion, conquest, or political domination.
Article 14: Democratic Commitment to Peaceful Relations
(1) Avalon affirms its commitment to respecting the sovereignty, independence, territorial integrity, and self determination of other nations as an expression of its democratic values and commitment to peaceful coexistence.
(2) As a voluntary democratic commitment, Avalon shall refrain from pursuing territorial claims, annexation, or forced reunification with other sovereign states and shall seek to resolve disputes through peaceful means.
(3) The State shall promote friendship, dialogue, cooperation, and mutual respect with other nations, including the Free City of Port Avalon.
(4) The commitments set forth in this Article shall be suspended for the duration of a war, armed conflict, or serious acts of hostility directed against Avalon or undertaken by Avalon in response to such circumstances.
(5) This Article expresses the peaceful character of Avalon and shall serve as a lasting declaration of its preference for cooperation over conflict.
Article 15: Rights of Future Generations
(1) The State shall exercise its authority with due regard for future generations.
(2) Public policy shall seek to preserve peace, democratic institutions, the natural environment, and the economic and social foundations necessary for future citizens to live in freedom and dignity.
(3) No generation shall exercise its power in a manner that deliberately deprives future generations of their fundamental rights and opportunities.
Fundamental Rights and Principles: This Constitution establishes the fundamental freedoms, rights, and democratic values of Avalon while defining the State’s responsibility to protect peace, equality, liberty, and future generations. It strengthens individual rights, the rule of law, and democratic institutions while making peaceful coexistence and international cooperation core principles of Avalon’s national identity.
