Measure 2: Cabinet Restructuring & Creation of FDI Portfolio Target Institution: Government and Cabinet New Position Created: Minister for Foreign Direct Investment and International Commerce Defined Responsibilities & Scope: Investment & Commercial Authority: Executive authority to negotiate, approve, and regulate cross-border investments, foreign enterprise partnerships, and free-trade commercial frameworks. Dual Financial Jurisdiction: Joint authority with the Exchequer to regulate foreign capital entry, monitor international corporate tax compliance, and oversee cross-border currency flows. Diplomatic & Economic Mandate: Authority to represent the nation in foreign commercial negotiations, lead direct economic diplomacy, and facilitate joint public-private international development ventures. Implementation & Vacancy: The position will remain vacant upon passage until filled during the subsequent cabinet formation.
