International Revolutionary Treaty Organization
Preamble
The International Revolutionary Treaty Organization is a group for any and all countries dedicated to the prosperity of People's Movements and Anti-Government Sentiment throughout the globe. The overarching idea is to help spark Revolutions in order to get a greater say in the new government that will take form after the Revolution is over. For this reason, applying countries need to have a proper nuclear arsenal as well as a large and efficient standing army should intervention be necessary on the part of IRTO. In addition, since the IRTO is in it's essence a Security Pact, applying countries must be willing and ready to export Arms to fellow member countries if accepted.
In addition to the Security Pact function, IRTO embargoes countries it believes goes against it's values due to Expansionism rather than Interventionism or Imperialism, which it considers virtuous to the causes of the IRTO itself.

Nuclear Weapons must be one of:
- Expand the nuclear arsenal
- Maintain a minimal deterrent
- Retain weapons, pledge no first use

Military Service Policy must be one of:
- Volunteer professional army
- National service for those 18-20
- Conscription from 18-25
- Total war footing (all adults 18-60 subject to military call-up at any time)

Autonomous Weapons Systems must be one of:
- Deploy fully autonomous lethal weapons
- Permitted with mandatory human control
- Autonomous systems for defence only

Women in the Armed Forces must be one of:
- No Fighting for Thee — women may serve but are limited to non-combat roles
- Armour Glass Ceiling — women may serve in combat but cannot be promoted to high rank
- At Her Request — women may serve but are exempt from conscription
- Equal Participation — women serve alongside men on equal terms

Arms Exports must be one of:
- Sell arms with minimal restriction
- Licensed exports with end-use checks
- Export only to close allies
