The head of government or the monarch can call a year-long convention. While it sits, the amendment cooldown is suspended and no package costs more than 75 PP to open.

Name of the State

This Constitution may be amended only by a supermajority vote of greater than two thirds of all seats of the The Grand Assembly and greater than two thirds of all seats of the The Upper Council . No amendment shall take effect within 2 years of any previous amendment, nor may any amendment be proposed while another remains under debate.✏️ The constitution was last changed on the 22nd of April 2020 (4 years ago).
Suffrage

The right to vote shall belong to every adult resident: universal adult suffrage. ✏️

The Supreme Court
Art. VI
The Supreme Court of Velinor shall be the final arbiter of the law of Velinor. Any party may appeal to it on the ground that a law in force is unconstitutional, that a cabinet member or the holder of an elected office is acting illegally, or that a constitutional amendment is invalid. The Court shall hear the parties of Velinor, and its justices shall rule by majority. Its rulings take direct effect and are not subject to appeal. 🔒

Art. XVII
BASIC PROVISIONS
| §1. The Nation of Velinor is constituted as the sovereign State of the Velinori People. The source of all Power within the State are the People of Velinor. The independence of Velinor is inalienable and perpetual.

| §2. The Territory of Velinor, including territorial waters and airspace, constitute an indivisible and inseparable whole, of which Land may not be ceded or given up. Velinor is a Unitary State, its Administrative Divisions may be dictated by the National Legislature.

| §3. State power shall only be exercised on the basis of this Constitution and all Laws in conformity with it. Universally recognized principles of International Law are an integral part of the Velinori National Legal System.

| §4. The activities of the National Legislature, Head of the National Government, the National Government and the Courts of Velinor shall be organized according to the principle of a Separation of Powers.

| §5. The official Language of Velinor is English.

| §6. The National Colour of Velinor may be laid out by the National Legislature in further detail via the National Coat of Arms Act.




FUNDAMENTAL FREEDOMS
| §7. All Residents of Velinor who have resided within the Borders of the State for a duration meeting or exceeding a threshold of Two Years may apply to become State Citizens. This however may be amended by the National Legislature at all times. All those who have been born on the Territory of Velinor (as laid out by Article 2) shall automatically attain State Citizenship upon birth. State Citizenship may only be revoked in the Case of High Treason or Treason but not for the following Reasons:
State Citizenship may not be voided due to Race.
State Citizenship may not be voided due to the beliefs of the holder.
State Citizenship may not be voided due to Religion.
State Citizenship may not be voided due to Disability.
State Citizenship may not be voided due to Sex.
State Citizenship may not be voided due to Sexual Orientation.
State Citizenship may not be voided due to Age.

| §8. The Rights and Freedoms listed in this Constitution are fundamental Freedoms which the Government may not touch at any costs. They do not only extend to all Velinori State Citizens, but all those who are located on Velinor Soil such as Foreign Nationals and Stateless Individuals.

| §9. All Citizens are equal before the law with no exceptions. No one shall be discriminated against due to their Heritage, Race, Religious Beliefs, language, origin, property or social status. Incitement of hatred against any group is punishable by Law, it is the duty of the state to pursue this punishment at all costs.

| §10. Every State Citizen has the Right to be protected by the State and the Law. It is the most sacred Duty of the State to protect its Citizens.

| §11. To maintain these Freedoms is the Duty of the entire State and its Powers, be those vested in the Legislative, Executive or Judicial Branch.

| §12. Every State Citizen has the Right to petition the National State Court of Velinor in the case that their Rights and/or Freedoms are being violated. It is the duty of the National State Court to declare certain Laws and or Measures of the State unconstitutional in order to protect its Citizens.

| §13. All Persons shall have the Right to Life, no person may be arbitrarily deprived of it.

| §14. No Person may be subject to unlawful defamation, it is the duty of the State to protect the Honour of its Citizens.

| §15. Every Person has the Right to Liberty unless voided by a Court in order to protect the Public from dangerous Individuals via a court ordered arrest. This may only be used to enforce a Conviction.

| §16. All Citizens have the Right to freely choose their Professions. The State may not limit them.

| §17. Every Person shall have freedom of conscience, religion and ideas.

| §18. Persons shall have the Right to Freedom of Assembly. This may not be restricted by the State unless in the case that the Assembly proves to be dangerous to Public Health or Public Safety and actively endangers State Citizens.

PEOPLE

| §19. The Highest State Power is vested in the People, they shall exercise this Power via the means of Referenda and Elections to the National Legislature and Presidium.

| §20. Only those who have attained State Citizenship are entitled to vote.

| §21. Those State Citizens who have been convicted of a crime during or prior to the Election shall not be restricted from Voting unless a Court prohibits them. ✏️
