Establish a hereditary monarchy

A hereditary monarchy is established, with the throne vacant.
Act of the Crown of Saxenheim: Article I — Form of the State Saxenheim shall be constituted as a Hereditary Constitutional Monarchy. Sovereignty belongs to the Nation and shall be exercised in accordance with the Constitution and laws of Saxenheim. The Monarch shall serve as Head of State and symbol of national unity and continuity. Article II — The Crown The Crown of Saxenheim shall be hereditary. Succession to the Throne shall follow hereditary primogeniture unless otherwise established by constitutional law. The reigning sovereign shall bear the title: “King of Saxenheim” or “Queen of Saxenheim.” Article III — Constitutional Authority of the Monarch The Monarch shall exercise constitutional and ceremonial duties in accordance with the law. The Monarch shall: represent the State domestically and internationally; promulgate laws duly adopted by Parliament; appoint the Prime Minister in accordance with parliamentary majority; serve as guardian of constitutional continuity. Executive authority shall remain vested in the elected Government and accountable Parliament. Article IV — Parliament and Democratic Governance Legislative authority shall belong to the Parliament of Saxenheim. Government ministers shall remain accountable to Parliament and the Constitution. Free elections, political pluralism, and civil liberties shall remain guaranteed. Article V — Continuity and Neutrality of the Crown The Crown shall remain politically neutral. The Monarch shall not participate in partisan political activity. The institution of the Crown shall serve all citizens equally without discrimination. Article VI — Succession and Regency In the event of minority, incapacity, or vacancy of the Throne, a Regency Council shall exercise constitutional duties temporarily. The order of succession shall be regulated by the Royal Succession Act. Article VII — National Symbols The Crown, Royal Standard, and other state insignia shall be protected by law. A National Day of the Crown may be established by Parliament. Article VIII — Entry into Force This Fundamental Act shall enter into force upon ratification according to constitutional procedures. All laws contrary to this Act shall be amended or repealed accordingly.

Preamble

In order to strengthen national unity, constitutional continuity, and institutional stability, Saxenheim shall be constituted as a hereditary constitutional monarchy founded upon democracy, the rule of law, and the sovereignty of the Nation.

Article I — Form of the State
Saxenheim is hereby established as a Hereditary Constitutional Monarchy.
Sovereignty belongs to the Nation and is exercised through constitutional institutions.
The Monarch shall serve as Head of State and symbol of national unity.

The Crown of Saxenheim shall be hereditary.
Succession shall follow hereditary primogeniture unless otherwise determined by constitutional law.
The sovereign shall bear the title “King of Saxenheim” or “Queen of Saxenheim.”
Article III — Powers of the Monarch
The Monarch shall exercise ceremonial and constitutional duties in accordance with the law.
The Monarch shall promulgate laws, appoint the Prime Minister according to parliamentary majority, and represent the State internationally.
Executive authority shall remain vested in the elected Government.
Article IV — Democracy and Parliament
Legislative authority belongs to Parliament.
Free elections, civil liberties, and political pluralism are guaranteed.
The Crown shall remain politically neutral.
Article V — Final Provisions
This Act enters into force upon constitutional ratification.
All conflicting laws shall be amended accordingly.
