“Rehabilitation does not, in itself, guarantee public safety, nor does it allow for the prior modification or reconditioning of a criminal intent before the commission of an offence. Its intervention is essentially subsequent to the criminal act, meaning that it cannot prevent the formation or persistence of the offender’s unlawful will beforehand. That is precisely why we support more severe measures for crimes of such gravity, in the hope that, in good faith, they may deter the malicious will to commit them in the first place. In our homes, we were always taught that prevention is better than cure: that it is preferable to demonstrate strength, even when broken, rather than falter and reveal weakness. Homo homini lupus.”
