Rationale
Unregulated gambling has proven to be a disastrous, life-ruining, addictive vice for thousands of people globally, preying disproportionately on the poor. Those who support the status quo speak of it as indispensably profitable—but so are heroin and methamphetamine, similarly addictive, yet banned.
