Section 3. Reserved Powers Powers not granted to the Federal Government, nor prohibited to the States, are reserved to the States or to the people. Section 4. Supremacy of Federal Law Federal law shall be supreme over conflicting State law only when enacted pursuant to a power granted by this Constitution. Section 5.
