This Constitution may be amended only by a supermajority vote of greater than two thirds of all seats of the Charter House and greater than two thirds of all seats of the Royal Ordinance Council . The Supreme Court of Nova Artaris shall be the final arbiter of the law of Nova Artaris. Any party may appeal to it on the ground that a law in force is unconstitutional, that a cabinet member or the holder of an elected office is acting illegally, or that a constitutional amendment is invalid. The Court shall hear the parties of Nova Artaris, and its justices shall rule by majority. Its rulings take direct effect and are not subject to appeal. 🔒

Section 1. Federal Republic

The Federation of Nova Artaris shall be a federal republic. Governmental authority shall be divided between the Federal Government and the States in accordance with this Constitution.

Section 2. Federal Powers

The Federal Government shall exercise only those powers expressly granted to it by this Constitution, together with such powers as are necessary and proper for their execution.

Section 3. Reserved Powers

Powers not granted to the Federal Government, nor prohibited to the States, are reserved to the States or to the people.

Section 4. Supremacy of Federal Law

Federal law shall be supreme over conflicting State law only when enacted pursuant to a power granted by this Constitution.

Section 5. Protection of Federalism

Neither the Federal Government nor any State shall abolish or substantially impair the constitutional division of powers established by this Article. ✏️
