Shared Parental Leave Rights Act of 2013
Rationale
Current policy limits parental leave flexibility, reducing workforce participation and taking away parents' rights to decide how it is best for them. Shared, non-transferable supports parents' careers while maintaining the option to take parental leave without coercion.
