“Workers deserve strong wages, but a single high statutory living wage may be too blunt an instrument for addressing inequality and living costs. If imposed too aggressively, it can place disproportionate pressure on small businesses and reduce employment opportunities for lower-skilled workers. A better approach is a broader package of wage growth, targeted social support, affordable housing and lower essential living costs.”
