The Federal Chancellor has too much power in this Country from appointment of ministers to vetoing. This undemocratic situation needs to be tackled.
This Amendment will transfer the Cabinet to National Parliament to make it represent more people.

The Supreme Court of Belvaria shall be the final arbiter of the law of Belvaria. Any party may appeal to it on the ground that a law in force is unconstitutional, that a cabinet member or the holder of an elected office is acting illegally, or that a constitutional amendment is invalid. The Court shall hear the parties of Belvaria, and its justices shall rule by majority. Its rulings take direct effect and are not subject to appeal.

FOUNDATIONAL PRINCIPLES
Article I: The Republic
Section 1 (The Republic): The Federal Republic of Belvaria is a sovereign, democratic, federal and social republic founded upon the rule of law.
Section 2 (Constitutional Supremacy): This Constitution is the supreme law of the Republic. Any law, executive act or administrative measure inconsistent with this Constitution shall be void to the extent of its inconsistency.
Section 3 (Territorial Integrity): The territory and sovereignty of Belvaria are inviolable and may be altered only in accordance with this Constitution.
Section 4 (National Symbols): The flag, coat of arms, anthem and other national symbols of the Republic shall be prescribed by federal law.

Article II: Popular Sovereignty
Section 1 (Sovereign Authority): All sovereign authority belongs to the People of Belvaria.
Section 2 (Exercise of Sovereignty): Sovereign authority shall be exercised exclusively through free, fair, direct and periodic elections, referendums and the democratic institutions established by this Constitution.
Section 3 (Constitutional Legitimacy): No person, institution or branch of government shall claim or exercise sovereign authority except in accordance with this Constitution.

Article III: Constitutional Government
Section 1 (Representative Democracy): Belvaria shall be governed exclusively through constitutional democracy.
Section 2 (Accountability): Every public authority shall remain accountable to the People.
Section 3 (Transparency): Government shall conduct its affairs openly except where confidentiality is expressly authorized by law and necessary in a democratic society.
Section 4 (Public Trust): Public office is a public trust and shall be exercised with integrity, impartiality, transparency and accountability.

Article IV: Separation of Powers
Section 1 (Legislative Authority): Legislative authority is vested in Parliament.
Section 2 (Executive Authority): Executive authority is vested in the President and the Federal Government.
Section 3 (Judicial Authority): Judicial authority is vested exclusively in independent courts.
Section 4 (Checks and Balances): Each branch of government shall exercise only those powers assigned to it by this Constitution and shall respect the constitutional functions of the other branches.

Article V: Federalism
Section 1 (Federal States): The Federation consists of the States of Crownland, Greenford, Highmoor, Ironvale, Northport, Silverhaven and Westmarch.
Section 2 (State Autonomy): Each State possesses legislative, executive and administrative authority within its constitutional sphere of competence.
Section 3 (Reserved Powers): Any power not expressly delegated to the Federation by this Constitution shall remain vested in the States.
Section 4 (Presumption of State Authority): Where doubt exists concerning legislative competence, authority shall be presumed to reside with the States unless this Constitution expressly provides otherwise.
Section 5 (Cooperative Federalism): The Federation and the States shall cooperate in mutual respect, constitutional loyalty and good faith.

Section 1 (Enumerated Powers): The Federation shall exercise legislative authority only in those matters expressly assigned to it by this Constitution.

(c) Justice and the Judiciary;
(d) Law and Public Order;
(e) Policing;
(f) National Defence;
(g) Immigration and Citizenship;
(h) Foreign Affairs;

(j) The Economy, Trade and Competition;
(k) Infrastructure and Transportation;
(l) Education;
(m) Healthcare and Public Health;

(o) Labour and Employment;
(p) Family Law;

FUNDAMENTAL RIGHTS
Article VII: Human Dignity
Section 1 (Human Dignity): Human dignity is inviolable and shall be respected and protected by all public authorities.
Section 2 (Equal Worth): Every person possesses equal dignity and equal moral worth.
Section 3 (Protection): No person shall be subjected to torture, slavery, servitude, or cruel, inhuman or degrading treatment or punishment.

Article VIII: Equality and Non-Discrimination
Section 1 (Equality Before the Law): Every person is equal before the law and is entitled to the equal protection and equal benefit of the law.
Section 2 (Non-Discrimination): No person shall be discriminated against on grounds including race, colour, nationality, ethnic origin, language, religion, sex, gender, sexual orientation, gender identity, disability, age or political opinion.
Section 3 (Affirmative Measures): Legislative measures intended to remedy historical disadvantage or promote substantive equality shall not constitute unlawful discrimination.

Section 1 (Right to Life): Every person has the inherent right to life.
Section 2 (Protection): The State shall protect human life through law.
Section 3 (Capital Punishment): Capital punishment is prohibited.

Article X: Liberty and Security of the Person
Section 1 (Personal Liberty): Every person has the right to liberty and security of the person.
Section 2 (Arbitrary Detention): No person shall be arrested, detained or imprisoned except in accordance with law.
Section 3 (Judicial Oversight): Every detained person shall be informed promptly of the reasons for detention and brought before a competent court within forty-eight hours.
Section 4 (Lawful Restrictions): Liberty may be restricted only pursuant to law and only where necessary for the administration of justice, the execution of a lawful sentence, the protection of public safety or any other legitimate constitutional purpose.

Article XI: Privacy
Section 1 (Privacy): Every person has the right to privacy, family life and the protection of personal information.
Section 2 (Communications): Private communications and correspondence shall be inviolable.
Section 3 (Searches): No search, seizure or interception of communications shall take place except pursuant to judicial authorization or as otherwise provided by law.
Section 4 (Limitation): Restrictions upon this right shall be lawful only where necessary for the prevention or investigation of crime, the protection of national security or another compelling public interest prescribed by law.

Article XII: Freedom of Expression
Section 1 (Freedom of Expression): Every person shall enjoy freedom of opinion and expression.
Section 2 (Freedom of the Press): The press and all independent media shall be free and shall not be subject to censorship.
Section 3 (Academic Freedom): Academic, scientific and artistic freedom are guaranteed.
Section 4 (Limitation): This right may be restricted only by law where necessary to protect national security, public order, the administration of justice, the reputation or rights of others, or other compelling constitutional interests.
Section 5 (Unprotected Expression): Nothing in this Article protects incitement to imminent violence, advocacy of hatred constituting incitement to discrimination or violence, or other expression expressly prohibited by law consistent with this Constitution.

Article XIII: Freedom of Religion and Conscience
Section 1 (Freedom of Religion): Every person has the right to freedom of religion, belief and conscience.
Section 2 (Manifestation): Every person may individually or collectively manifest religion or belief through worship, observance, practice and teaching.
Section 3 (Secular Republic): The Republic shall remain neutral in matters of religion and shall neither establish nor favour any religion.
Section 4 (Limitation): The exercise of religious freedom may be subject only to such limitations prescribed by law as are necessary to protect public safety, public health, public order or the constitutional rights and freedoms of others.

Article XIV: Freedom of Assembly
Section 1 (Peaceful Assembly): Every person has the right to assemble peacefully and without arms.
Section 2 (Public Demonstrations): Every person has the right to organize, participate in and observe peaceful public meetings, demonstrations and protests.
Section 3 (Limitation): This right may be regulated by law only where necessary to protect public safety, public order, public health or the rights and freedoms of others.
Section 4 (Prohibition): No assembly shall be dissolved except in accordance with law and only where less restrictive measures would be insufficient.

Article XV: Freedom of Association
Section 1 (Association): Every person has the right to establish, join and participate in associations of their choosing.
Section 2 (Political Parties): Citizens have the right to establish and join political parties in accordance with this Constitution.
Section 3 (Trade Unions): Workers and employers have the right to establish and join organizations for the protection of their interests.
Section 4 (Limitation): Associations pursuing criminal objectives or seeking to undermine the democratic constitutional order may be restricted or dissolved only by law and pursuant to a final decision of a competent court.

Article XVI: Freedom of Movement
Section 1 (Movement): Every person lawfully present within the Republic has the right to move freely throughout its territory.
Section 2 (Residence): Every citizen has the right to reside and settle in any State of the Federation.
Section 3 (Departure and Return): Every citizen has the right to leave Belvaria and to return to it.
Section 4 (Limitation): These rights may be restricted only by law where necessary for the administration of justice, the execution of a lawful sentence, the protection of public health, national security or other compelling constitutional interests.

Article XVII: Political Rights
Section 1 (Universal Suffrage): Every citizen who has attained the age prescribed by law has the right to vote in free, fair, equal, direct and secret elections.
Section 2 (Eligibility for Public Office): Every eligible citizen has the right to seek, hold and exercise public office in accordance with law.
Section 3 (Political Participation): Every citizen has the right to participate in the democratic process through elections, referendums, petitions, citizens' initiatives and other democratic procedures established by law.
Section 4 (Political Equality): No citizen shall be denied political rights except pursuant to law and following a final decision of a competent court.

Article XVIII: Due Process of Law
Section 1 (Fair Trial): Every person has the right to a fair, public and impartial hearing before an independent court established by law.
Section 2 (Presumption of Innocence): Every accused person shall be presumed innocent until proven guilty according to law.
Section 3 (Legal Counsel): Every person has the right to legal representation and adequate time and facilities to prepare a defence.
Section 4 (Protection Against Self-Incrimination): No person shall be compelled to testify against themselves or to confess guilt.
Section 5 (Double Jeopardy): No person shall be tried or punished more than once for the same offence following a final judgment.
Section 6 (Legality): No person shall be convicted of an act or omission which did not constitute a criminal offence under law at the time it occurred.

Article XIX: Property
Section 1 (Property): Every person has the right to acquire, own, use and dispose of property.
Section 2 (Expropriation): Property may be expropriated only pursuant to law, for a public purpose or in the public interest, and subject to prompt, just and equitable compensation.
Section 3 (Social Obligation): Property carries social responsibilities. Its use may be regulated by law where necessary to protect the public interest.
Section 4 (Inheritance): The right to inherit and bequeath property shall be guaranteed by law.

Article XX: Labour Rights
Section 1 (Employment): Every person has the right to freely choose lawful employment.
Section 2 (Fair Conditions): Every worker has the right to just, safe and healthy working conditions and to fair remuneration as prescribed by law.
Section 3 (Trade Unions): Workers and employers have the right to establish and join trade unions and professional organizations.
Section 4 (Collective Bargaining): The right to collective bargaining shall be guaranteed.
Section 5 (Strike): Workers have the right to strike in accordance with law.
Section 6 (Forced Labour): Forced or compulsory labour is prohibited except where otherwise provided by law pursuant to a lawful criminal sentence, compulsory civic obligations or other circumstances.

Article XXI: Social Rights
Section 1 (Human Welfare): Every person has the right to social protection in accordance with law.
Section 2 (Social Security): The State shall establish and maintain a system of social security providing assistance in cases of unemployment, disability, old age, illness, or other circumstances prescribed by law.
Section 3 (Healthcare): Every person has the right to have access to healthcare services. Parliament shall provide by law for the organization and financing of the national healthcare system.
Section 4 (Housing): The State shall take reasonable legislative and administrative measures to promote access to adequate housing.
Section 5 (Children): Every child has the right to protection, care, education and development. In all actions concerning children, the best interests of the child shall be a primary consideration.
Section 6 (Limitations): The rights contained in this Article shall be realized progressively through reasonable legislative measures and the resources available to the State.

Article XXII: Education, Science and Culture
Section 1 (Right to Education): Every person has the right to education.
Section 2 (Compulsory Education): Primary and secondary education shall be compulsory and provided free of charge in public institutions as prescribed by law.
Section 3 (Higher Education): Access to higher education shall be based on merit, equality of opportunity and the requirements established by law.
Section 4 (Academic Freedom): Institutions of higher education shall enjoy academic freedom and institutional autonomy.
Section 5 (Cultural Heritage): The State shall preserve and promote the cultural, historical and scientific heritage of Belvaria.

Article XXIII: Environmental Rights
Section 1 (Healthy Environment): Every person has the right to live in a clean, healthy and sustainable environment.
Section 2 (Environmental Protection): The State shall protect biodiversity, ecosystems and natural resources for the benefit of present and future generations.
Section 3 (Sustainable Development): Public authorities shall pursue sustainable development in balancing environmental, social and economic interests.
Section 4 (Environmental Duties): Every person has a duty to protect and preserve the environment in accordance with law.

Article XXIV: Digital Rights
Section 1 (Digital Privacy): Every person has the right to privacy in digital communications and electronic data.
Section 2 (Personal Data): Every person has the right to the protection and lawful processing of personal data.
Section 3 (Digital Access): The State shall promote affordable, secure and reliable access to digital communications and information technologies.
Section 4 (Artificial Intelligence): The use of automated decision-making systems by public authorities shall be subject to law, transparency and effective judicial oversight.
Section 5 (Cybersecurity): Parliament shall provide by law for the protection of critical digital infrastructure and cybersecurity while respecting the rights guaranteed by this Constitution. ✏️

Section 2 (Arbitrary Detention): No person shall be arrested, detained or imprisoned except in accordance with law.
Section 3 (Judicial Oversight): Every detained person shall be informed promptly of the reasons for detention and brought before a competent court within forty-eight hours.
Section 4 (Lawful Restrictions): Liberty may be restricted only pursuant to law and only where necessary for the administration of justice, the execution of a lawful sentence, the protection of public safety or any other legitimate constitutional purpose.

Article XI: Privacy
Section 1 (Privacy): Every person has the right to privacy, family life and the protection of personal information.
Section 2 (Communications): Private communications and correspondence shall be inviolable.
Section 3 (Searches): No search, seizure or interception of communications shall take place except pursuant to judicial authorization or as otherwise provided by law.
Section 4 (Limitation): Restrictions upon this right shall be lawful only where necessary for the prevention or investigation of crime, the protection of national security or another compelling public interest prescribed by law.

Article XII: Freedom of Expression
Section 1 (Freedom of Expression): Every person shall enjoy freedom of opinion and expression.
Section 2 (Freedom of the Press): The press and all independent media shall be free and shall not be subject to censorship.
Section 3 (Academic Freedom): Academic, scientific and artistic freedom are guaranteed.
Section 4 (Limitation): This right may be restricted only by law where necessary to protect national security, public order, the administration of justice, the reputation or rights of others, or other compelling constitutional interests.
Section 5 (Unprotected Expression): Nothing in this Article protects incitement to imminent violence, advocacy of hatred constituting incitement to discrimination or violence, or other expression expressly prohibited by law consistent with this Constitution.

Article XIII: Freedom of Religion and Conscience
Section 1 (Freedom of Religion): Every person has the right to freedom of religion, belief and conscience.
Section 2 (Manifestation): Every person may individually or collectively manifest religion or belief through worship, observance, practice and teaching.
Section 3 (Secular Republic): The Republic shall remain neutral in matters of religion and shall neither establish nor favour any religion.
Section 4 (Limitation): The exercise of religious freedom may be subject only to such limitations prescribed by law as are necessary to protect public safety, public health, public order or the constitutional rights and freedoms of others.

Article XIV: Freedom of Assembly
Section 1 (Peaceful Assembly): Every person has the right to assemble peacefully and without arms.
Section 2 (Public Demonstrations): Every person has the right to organize, participate in and observe peaceful public meetings, demonstrations and protests.
Section 3 (Limitation): This right may be regulated by law only where necessary to protect public safety, public order, public health or the rights and freedoms of others.
Section 4 (Prohibition): No assembly shall be dissolved except in accordance with law and only where less restrictive measures would be insufficient.

Article XV: Freedom of Association
Section 1 (Association): Every person has the right to establish, join and participate in associations of their choosing.
Section 2 (Political Parties): Citizens have the right to establish and join political parties in accordance with this Constitution.
Section 3 (Trade Unions): Workers and employers have the right to establish and join organizations for the protection of their interests.
Section 4 (Limitation): Associations pursuing criminal objectives or seeking to undermine the democratic constitutional order may be restricted or dissolved only by law and pursuant to a final decision of a competent court.

Article XVI: Freedom of Movement
Section 1 (Movement): Every person lawfully present within the Republic has the right to move freely throughout its territory.
Section 2 (Residence): Every citizen has the right to reside and settle in any State of the Federation.
Section 3 (Departure and Return): Every citizen has the right to leave Belvaria and to return to it.
Section 4 (Limitation): These rights may be restricted only by law where necessary for the administration of justice, the execution of a lawful sentence, the protection of public health, national security or other compelling constitutional interests.

Article XVII: Political Rights
Section 1 (Universal Suffrage): Every citizen who has attained the age prescribed by law has the right to vote in free, fair, equal, direct and secret elections.
Section 2 (Eligibility for Public Office): Every eligible citizen has the right to seek, hold and exercise public office in accordance with law.
Section 3 (Political Participation): Every citizen has the right to participate in the democratic process through elections, referendums, petitions, citizens' initiatives and other democratic procedures established by law.
Section 4 (Political Equality): No citizen shall be denied political rights except pursuant to law and following a final decision of a competent court.

Article XVIII: Due Process of Law
Section 1 (Fair Trial): Every person has the right to a fair, public and impartial hearing before an independent court established by law.
Section 2 (Presumption of Innocence): Every accused person shall be presumed innocent until proven guilty according to law.
Section 3 (Legal Counsel): Every person has the right to legal representation and adequate time and facilities to prepare a defence.
Section 4 (Protection Against Self-Incrimination): No person shall be compelled to testify against themselves or to confess guilt.
Section 5 (Double Jeopardy): No person shall be tried or punished more than once for the same offence following a final judgment.
Section 6 (Legality): No person shall be convicted of an act or omission which did not constitute a criminal offence under law at the time it occurred.

Article XIX: Property
Section 1 (Property): Every person has the right to acquire, own, use and dispose of property.
Section 2 (Expropriation): Property may be expropriated only pursuant to law, for a public purpose or in the public interest, and subject to prompt, just and equitable compensation.
Section 3 (Social Obligation): Property carries social responsibilities. Its use may be regulated by law where necessary to protect the public interest.
Section 4 (Inheritance): The right to inherit and bequeath property shall be guaranteed by law.

Article XX: Labour Rights
Section 1 (Employment): Every person has the right to freely choose lawful employment.
Section 2 (Fair Conditions): Every worker has the right to just, safe and healthy working conditions and to fair remuneration as prescribed by law.
Section 3 (Trade Unions): Workers and employers have the right to establish and join trade unions and professional organizations.
Section 4 (Collective Bargaining): The right to collective bargaining shall be guaranteed.
Section 5 (Strike): Workers have the right to strike in accordance with law.
Section 6 (Forced Labour): Forced or compulsory labour is prohibited except where otherwise provided by law pursuant to a lawful criminal sentence, compulsory civic obligations or other circumstances.

Article XXI: Social Rights
Section 1 (Human Welfare): Every person has the right to social protection in accordance with law.
Section 2 (Social Security): The State shall establish and maintain a system of social security providing assistance in cases of unemployment, disability, old age, illness, or other circumstances prescribed by law.
Section 3 (Healthcare): Every person has the right to have access to healthcare services. Parliament shall provide by law for the organization and financing of the national healthcare system.
Section 4 (Housing): The State shall take reasonable legislative and administrative measures to promote access to adequate housing.
Section 5 (Children): Every child has the right to protection, care, education and development. In all actions concerning children, the best interests of the child shall be a primary consideration.
Section 6 (Limitations): The rights contained in this Article shall be realized progressively through reasonable legislative measures and the resources available to the State.

Article XXII: Education, Science and Culture
Section 1 (Right to Education): Every person has the right to education.
Section 2 (Compulsory Education): Primary and secondary education shall be compulsory and provided free of charge in public institutions as prescribed by law.
Section 3 (Higher Education): Access to higher education shall be based on merit, equality of opportunity and the requirements established by law.
Section 4 (Academic Freedom): Institutions of higher education shall enjoy academic freedom and institutional autonomy.
Section 5 (Cultural Heritage): The State shall preserve and promote the cultural, historical and scientific heritage of Belvaria.

Article XXIII: Environmental Rights
Section 1 (Healthy Environment): Every person has the right to live in a clean, healthy and sustainable environment.
Section 2 (Environmental Protection): The State shall protect biodiversity, ecosystems and natural resources for the benefit of present and future generations.
Section 3 (Sustainable Development): Public authorities shall pursue sustainable development in balancing environmental, social and economic interests.
Section 4 (Environmental Duties): Every person has a duty to protect and preserve the environment in accordance with law.

Article XXIV: Digital Rights
Section 1 (Digital Privacy): Every person has the right to privacy in digital communications and electronic data.
Section 2 (Personal Data): Every person has the right to the protection and lawful processing of personal data.
Section 3 (Digital Access): The State shall promote affordable, secure and reliable access to digital communications and information technologies.
Section 4 (Artificial Intelligence): The use of automated decision-making systems by public authorities shall be subject to law, transparency and effective judicial oversight.
Section 5 (Cybersecurity): Parliament shall provide by law for the protection of critical digital infrastructure and cybersecurity while respecting the rights guaranteed by this Constitution. ✏️

The Federal Republic of Belvaria hereby amends the Constitution as follows:
Section 1: Article III, Section 1 shall be repealed, as this section erroneously names Belvaria as a "Democracy" despite Article I clearly establishing Belvaria as a Constitutional Federal Republic.
Section 2: Article IV, Section 3 shall be repealed, as it voids the powers of the Supreme Court of Belvaria and thus proves a serious threat to the Constitutionality of our Republic.
Section 3: Article XIII, Sections 3 and 4 shall be repealed, as they limit the right to individual religious expression that was supposed to be established in Sections 1 and 2 of the same Article.
Secction 4: The entirety of Article XX shall be repealed, as it completely removes the right of the government to make decisions on economic factors in such a way that could seriously impact the stability of Belvaria.
Section 5: The entirety of Article XXI shall be repealed, as it infringes upon the right and duty of the Republic to be able to regulate itself.
Section 6: Article XXII, Section 2 will be repealed, as it infringes upon individual liberties and neglects the importance of trade workers in the Belvarian economy.
Section 7: It must now and forever be considered the sovereign duty of the Republic to protect the Constitution from any possible contradiction within itself, or else let it be considered compromised by the enemies of Belvaria.
