Rationale

Expanding public service broadcasting will improve access to impartial news and information for Avalonians. Furthermore, proportionate post-publication regulation will strengthen accountability for unlawful content such as incitement and defamation while protecting press, and public, freedom.

Proposed Changes

1

Public Broadcasting Funding
Previous law
Limited public broadcaster (news/education remit; funded by small household levy)
Major public broadcaster (multi-channel; ad-free; funded by general taxation)

2

Media Censorship Policy
Previous law
Free press (no prior restraints; narrow limits for direct incitement only)
Targeted regulation (post-publication fines for incitement/defamation; independent regulator)
