Furthermore, this methodology is fundamentally flawed; if the Prime Minister is capable of rejecting or accepting any proposal, it negates the checks and balances claimed to be created by a bicameral system. We cannot allow the Prime Minister to override, in theory, the wishes of every member of both houses.”
