Section 1 Avalon recognizes the sovereignty, independence, and territorial integrity of the Free City of Port Avalon. Section 2 Avalon shall make no territorial claim against the Free City of Port Avalon, nor shall any public authority pursue its annexation, reunification, or incorporation by force, coercion, or unilateral action. Section 3 It shall be the constitutional duty of the State to foster peaceful coexistence, mutual respect, and close cooperation with the Free City of Port Avalon through diplomacy, trade, cultural exchange, and other peaceful means. Section 4 Nothing in this Amendment shall prevent either State from entering into voluntary agreements or partnerships in accordance with international law and the freely expressed democratic will of their peoples.
Peaceful Coexistence Amendment: This amendment formally recognizes the independence of the Free City of Port Avalon and brings Avalon’s Constitution in line with the political reality established after its peaceful independence. By permanently renouncing territorial claims, it removes a potential source of future conflict and provides legal certainty for both states. At the same time, it establishes peaceful coexistence, mutual respect, and close cooperation as constitutional principles, ensuring that future governments pursue diplomacy, trade, and partnership instead of confrontation. The amendment lays the foundation for a stable, prosperous, and peaceful relationship between Avalon and the Free City of Port Avalon.

“Although we generally oppose the idea of Port Avalon's secession, Section 3 in particular places Avalon in an incredibly disadvantaged position. Constitutionally demanding that we legally cooperate with an area which has, so far, seemed entirely unwilling to legally cooperate with us (having declared independence without a referendum or similar), is an unjust proposition and something we are not willing to support.”
