TREATY OF JOVAR

Preamble

The State of Drumagh accedes to the Treaty of Port Avalon, locking its national legal code to the inviolable civil, digital, and institutional standards below. These provisions cannot be diluted by future bills:

Treaty articles

1. 1.
   Right to Protest must be Unrestricted right to assemble
2. 2.
   Data Privacy & Digital Rights must be Ban all personal data collection by private companies
3. 3.
   Government Transparency must be one of:

   • Open by default; contracts, meetings and expenses all published
   • Every document published, including security and intelligence files
4. 4.
   Internet Freedom must be Completely unregulated internet; no content restrictions of any kind
5. 5.
   Police Accountability must be Civilian oversight board that can dismiss officers and open prosecutions
6. 6.
   Press Regulation must be No press regulation at all
7. 7.
   Media Censorship Policy must be one of:

   • Targeted regulation (post-publication fines for incitement/defamation; independent regulator)
   • Free press (no prior restraints; narrow limits for direct incitement only)
8. 8.
   Online Safety & Social Media must be one of:

   • Light-touch, self-regulation
   • Minimal duties, free-speech priority
