Preamble
Condemning the erosion of pluralism, the monopolization of state power under a one-party apparatus, and the systemic silencing of political opposition in San Cordova; declaring that economic engagement must not finance political oppression; the signatory nations hereby agree to impose a comprehensive embargo on San Cordova until free, multi-party democratic processes, constitutional rights, and political freedoms are unconditionally restored
