Preamble
Affirming that true democracy demands absolute transparency from those who govern and uncompromised liberty for those who are governed; recognizing that free expression, privacy from corporate surveillance, and the integrity of public institutions are fundamental rights; the signatory states pledge to eliminate institutional corruption, protect individual expression across physical and digital spaces, and maintain governments accountable entirely to their people.

Right to Protest must be Unrestricted right to assemble

Anti-Corruption Commission must be one of:
- Independent commission with its own prosecutors and asset-seizure powers
- Standing tribunal; officials must prove the lawful origin of their wealth or forfeit it

Data Privacy & Digital Rights must be one of:
- Strict data rights (right to deletion; algorithmic transparency; heavy fines for violations)
- Ban all personal data collection by private companies

Government Transparency must be one of:
- Open by default; contracts, meetings and expenses all published
- Every document published, including security and intelligence files

Internet Freedom must be one of:
- Light-touch regulation (net neutrality; limited takedown orders for serious crime only)
- Completely unregulated internet; no content restrictions of any kind

Lobbying & Political Donations must be one of:
- Ban corporate/union donations, public-only funding
- Strict caps and a public lobbying register

Media Censorship Policy must be one of:
- Targeted regulation (post-publication fines for incitement/defamation; independent regulator)
- Free press (no prior restraints; narrow limits for direct incitement only)

Online Safety & Social Media must be one of:
- Light-touch, self-regulation
- Minimal duties, free-speech priority

Press Regulation must be one of:
- Purely voluntary self-regulation
- No press regulation at all

Police Accountability must be one of:
- An independent body handles all misconduct allegations
- Civilian oversight board that can dismiss officers and open prosecutions
- Officers personally liable for misconduct; no state indemnity, no immunity

Body Coverings for Women in Public must be Individual discretion
