By contrast, negative specific prevention, including deterrence and imprisonment, provides no lasting protective effect beyond the period of incarceration. Given that much criminal behavior is rooted in broader social problems, the emphasis should not be on punishing individuals for society's shortcomings, but on using the correctional system as an environment in which they can acquire the support, education, and rehabilitation necessary for a successful return to society.”
