Higher Education Act of 2011
Rationale
While I believe everyone has the right to higher education giving it for free to everyone would collapse the economy which is why I propose a plan to allow free higher education to all poeple under the age of 25 this allows young adults to "find their feet"' so they have a more relaxed start.
