Rationale

Criminalisation worsens health outcomes: decriminalising and shifting to treatment-led policies reduces harm and improves public safety. Furthermore, unlike full legalisation, this intermediate step should help finding a majority in both chambers.

People are pushed to the margins of society and become less likely to seek help. Addiction should be treated as a health issue.
