The Government shall operate according to the principle of maximum transparency and openness. 1. All ministries, public authorities, independent constitutional offices, and publicly funded bodies shall publish their decisions, expenditures, contracts, reports, and official records in a timely and accessible manner. 2. Every person has the right to access information and official documents held by public authorities without having to demonstrate a particular legal interest. 3. Restrictions on public access may only be established by law and only where they are necessary and proportionate to protect national security, the administration of justice, personal privacy, confidential commercial information, or other compelling public interests. 4. Any restriction on access shall be interpreted narrowly and remain subject to independent judicial review. 5. Transparency shall be the rule. Secrecy shall be the exception.
Government Transparency: A democracy cannot function without an informed public. Transparency enables citizens to understand how decisions are made, how public funds are spent, and whether those entrusted with public office are acting in the public interest. By establishing openness as a constitutional principle, this amendment strengthens democratic accountability, combats corruption, increases public trust, and ensures that government remains accountable to the people it serves. At the same time, it recognizes that limited exceptions may be necessary to protect national security, personal privacy, and other compelling public interests, provided such restrictions are established by law, remain proportionate, and are subject to judicial oversight.
