Rationale
You know what's better than 3 Universal Childhood healthcare proposals???? 4!!!! numbskull. Also the polling system is entirely broken. Every single party is within the margin of being 1st and last, so uh... everything is kind of RNG, and just at test of how long the party has been alive.
