This package introduces a comprehensive set of 47 constitutional and governmental reforms designed to modernize the structure of the Republic, strengthen constitutional procedures, reorganize the national government, and update the composition and responsibilities of the legislature and executive.
The package establishes a new constitutional amendment threshold of 60% of all seats in both the Congress and Senate for future amendments, while preserving the existing rules for this package's approval. It also establishes a zero-year amendment cooldown, allowing future constitutional amendments to be proposed without a mandatory waiting period.
The package reforms legislative representation, with approved seat changes taking effect at the November 2028 elections. It also expands and reorganizes the executive government through the creation of new ministries covering health, agriculture, energy, environment, justice, foreign affairs, science and technology, communications, housing, social welfare, culture, tourism, youth and sports, food and consumer affairs, disaster management, public administration, and fisheries.
New ministries created under this package will remain vacant until the next cabinet formation, at which point they may be filled through the normal constitutional appointment process.
Overall, the package establishes a modernized constitutional framework, strengthens the requirements for future amendments, updates legislative representation, and creates a broader ministerial structure capable of administering the government's expanded responsibilities.
