Preamble Recognizing that sovereignty belongs solely to the people of Jovosca, and reaffirming our commitment to democracy, liberty, equality, environmental stewardship, social justice, and the rule of law, this Constitutional Reform Act establishes a new democratic constitutional order for the Federal Democratic Republic of Jovosca. This Act abolishes hereditary political authority, strengthens democratic institutions, guarantees fundamental rights, ensures transparent governance, and secures prosperity and peace for present and future generations. Article I – Establishment of the Republic The monarchy and all hereditary political privileges are permanently abolished. The State shall henceforth be known as the Federal Democratic Republic of Jovosca. Sovereignty resides exclusively in the citizens of Jovosca. No public office shall be inherited. All government authority derives only from democratic elections and constitutional law. Article II – Democratic Government Jovosca shall remain a federal democratic republic. Free, fair, and regular elections shall be held every four years. Universal adult suffrage shall be guaranteed. Political pluralism shall be protected. Peaceful transfers of power shall be constitutionally guaranteed. Article III – Separation of Powers Government shall be divided into: Executive Legislature Judiciary Each branch shall remain independent and subject to constitutional checks and balances. Article IV – Rule of Law Every citizen is equal before the law. No official is above the Constitution. Independent courts shall protect constitutional rights. Emergency powers shall remain limited and subject to judicial review. Article V – Fundamental Rights Every citizen shall enjoy: Freedom of speech Freedom of religion Freedom of the press Freedom of assembly Freedom of association Privacy Equal protection under the law Due process Right to vote Right to education Right to healthcare Right to work Right to a clean environment Discrimination based on race, ethnicity, religion, sex, disability, or political opinion is prohibited. Article VI – Federal Government The Federal Government shall manage: National defense Foreign affairs Immigration National currency International trade Intelligence agencies National infrastructure Federal taxation Federal States retain authority over local education, policing, healthcare administration, culture, and local development unless otherwise provided by federal law. Article VII – Public Administration Civil servants shall remain politically neutral. Appointments shall be based on: Merit Professional qualifications Public service ethics Independent anti-corruption agencies shall investigate misconduct without political interference. Article VIII – Economic Principles The Republic shall promote: Fair competition Workers' rights Sustainable economic growth Innovation Consumer protection Fiscal responsibility Environmental sustainability Public debt shall remain within sustainable constitutional limits. Article IX – Environmental Protection The Government recognizes climate stability and environmental conservation as constitutional duties. The State shall: Protect forests Preserve biodiversity Reduce pollution Encourage renewable energy Promote sustainable agriculture Protect future generations Article X – National Security The Armed Forces shall: Defend the Constitution. Remain politically neutral. Never interfere in elections. Operate under civilian democratic control. Intelligence agencies shall be supervised by Parliament. Article XI – Transparency Government records shall be accessible unless national security requires confidentiality. Citizens shall have the constitutional right to request public information. Public officials shall disclose financial interests. Article XII – Independent Institutions The following institutions shall remain constitutionally independent: Supreme Court Election Commission Auditor General Anti-Corruption Commission Central Bank Human Rights Commission Article XIII – Constitutional Amendment Future constitutional amendments require: A two-thirds majority of Parliament, and Approval by a national referendum if they alter fundamental rights or the democratic system. No amendment may abolish democracy, federalism, elections, or fundamental human rights. Article XIV – National Values The Republic is founded upon: Democracy Freedom Equality Justice Human dignity Environmental responsibility Scientific progress Social solidarity Peace Rule of Law Final Declaration Upon the adoption of this Constitutional Reform Act, all constitutional powers previously exercised by the Crown shall immediately transfer to the democratic institutions of the Federal Democratic Republic of Jovosca. All laws inconsistent with this Constitution shall be amended or repealed. This Constitution shall serve as the supreme law of the Republic, protecting the liberties, prosperity, and democratic future of all Jovoscans for generations to come.
