All people subject to Gotlandic jurisdiction shall have their innate and inalienable rights guaranteed by the State and protected by the same from violation or infringement. The naming of the protected rights shall not be construed to deny or invalidate others retained by the people.

Rights of the People: The enumeration and guarantee of the people's rights must be included in the Constitution to restrict infringement by the State or private actors and to oblige the State, as a body derivative of the power of the people, to protect the same.
