“ASTER votes no. Welfare exists because dignity should never be conditional — not on job-seeking, not on proving worthiness, not on anything. Introducing sanctions, however light, changes what the safety net fundamentally is: a right becomes a privilege that can be withdrawn. Most people receiving unconditional support already want independence; the ones who don't are usually the ones most in need of unconditional care, not additional pressure. Real incentives to work come from opportunity, education, and a functioning economy — not from the threat of losing support. ASTER will not trade a universal guarantee for a "light" version of conditionality. We remain open to reforms that expand opportunity without making care conditional on it.”
