Rationale

This budget modernises Costavela’s public finances. It reduces personal income tax rates on high and elite earners to encourage entrepreneurship, investment and economic dynamism. At the same time, it makes major new investments in healthcare, retirement security and social welfare so that growth benefits everyone. Inefficient or oversized spending in justice, housing and infrastructure is reduced, allowing us to keep a solid budget surplus while prioritising people, opportunity and competitiveness.
