Budget for 2019

Rationale
This budget cuts low income taxes to fulfill the pledge made by various parties. This will solve the national dissatisfaction crisis. Increases spending on education, justice and defense funded by cuts to retirement, welfare and housing. This will help make Broadlands the first country in the world with a reserve.
Figures show the previous budget where they changed the new value.
