We the people of Bessarion do hereby establish this Constitution.
Name of the State
Art. I
The official name of the state shall be the Union of the Republic of Bessarion, known commonly as Bessarion.

This Constitution may be amended only by a supermajority vote of
greater than two thirds of all seats of the House of Consultation
and greater than two thirds of all seats of the House of Deliberation

No amendment shall take effect within 1 year of any previous amendment, nor may any amendment be proposed while another remains under debate.✏️

Suffrage
Art. IV
The Union President🔒 shall be directly elected by the people every 30 months. The candidate with the most votes wins. The House of Consultation may call a vote of no confidence in the Union President, requiring 60% of those voting to pass. A bill that has passed the legislatures fails if the Union President's party votes against it, abstention counting as a pass.✏️

Bessarion does not have a monarchy.

Art. VI
The Supreme Court of Bessarion shall be the final arbiter of the law of Bessarion. Any party may appeal to it on the ground that a law in force is unconstitutional, that a cabinet member or the holder of an elected office is acting illegally, or that a constitutional amendment is invalid. The Court shall hear the parties of Bessarion, and its justices shall rule by majority. Its rulings take direct effect and are not subject to appeal.

The following powers shall be reserved for independent officials, administered by permanent non-partisan civil servants:All powers shall be assigned to cabinet members and none shall be held by civil servants.

Art. XVIII
The people exercise the legislative power through the House of Consultation and the House of Deliberation. The Members of both houses are elected through free and secret elections.

Art. XIX
If something extraordinary has happened which is liable to prevent a significant portion of the electorate from voting, the both houses of parliament, with the votes of two thirds of the Members of both houses of parliament, the may extend the election proceedings by up to one day or postpone the election proceedings.
The extension or postponement may be adopted only as far as is necessary to ensure that the electorate has the possibility to vote. The election proceedings must be concluded within one month after the day the Chairman of the State Council has set as the election day.
If the houses of parliament cannot be convened, the Union President may extend the election proceedings by up to one day or postpone the election proceedings by up to seven days on the same terms as stated in paragraphs two and three.
If something extraordinary has happened which has prevented a significant portion of the electorate from voting, the sitting houses of parliament, with the votes of two thirds of the Members, may decide that a new election to the houses of parliament shall be held. The decision to hold a new election may only be made as far as is necessary to ensure that the electorate has the possibility to vote. The elected Members of the houses of parliament will remain in office until the new election has been finally approved.
A newly elected houses of parliament may not reverse a previous house of parliaments decision that a new election shall be held. ✏️
